SKILLS AND ACCOMPLISHMENTS
Project Management
Performed project management duties on numerous projects, including nuclear and fossil power plants and water and wastewater treatment. Duties included manpower allocation; scheduling; cost control and cash flow analysis (baseline costing); strategic planning; risk management; acquisition management; project execution plans, including ALARA and intrinsic safety analyses; change control; and earned value management. Other duties included value engineering; estimating; supervising engineering detailing for civil, mechanical, and electrical disciplines; and facility commissioning.
Performed construction management duties on projects, including conceptual estimating, bid package preparation, and bid procurement and evaluation.
Project Size: $1 to $700 million; total value of all construction projects in excess of $2 billion:
• Anheuser Busch, Bakersfield, California - Yeast Plant Modification
• Arizona Public Service Company, Palo Verde Nuclear Generating Station, Phoenix, Arizona - 90 MGD Advanced Waste Treatment Facility and Pipeline to supply 3-1275 MW CE PWR reactors
• Bright Methodist Church, Bright, Indiana - New Church Construction
• Clermont County Sewer District, Clermont County, Ohio - 14 MGD Municipal Waste Treatment Facility
• General Motors Corporation, Hydramatic Transmission Facility, Three Rivers, Michigan - Industrial Stormwater and Wastewater Treatment Facilities
• Mose Cohen Company, Cincinnati, Ohio - Metal Processing Facility
• Ohio Edison Corporation, W.H. Sammis Plant, Stratton, Ohio - Retrofit to Boiler Feedwater Systems and Condensate Polishers, 2300 MW Fossil Facility
• Superior Metal Shredders, Kalamazoo, Michigan - Metal Shredding Facility
Consulting
Performed extensive regulatory interpretation and implemented compliance procedures for nuclear and environmental considerations for power plants and other industrial facilities (federal laws, including RCRA, CERCLA, SARA, TSCA, NEPA, CWA, CAA, SDWA, FIFRA, OSHA, and nuclear regulations 10 CFR 20 & 50). Procedures also entailed state requirements for Ohio, Michigan, Illinois, Indiana, Iowa, Pennsylvania, New York, Maryland, and Florida.
Served in both project management and consultant capacities for clients in water and wastewater treatment plant design; hazardous and nuclear waste evaluation and treatment, including remedial investigation/feasibility studies, remediation, and waste minimization; and hazardous material evaluation including material safety data sheet preparation, personnel training, and hazard labeling.
Conducted investigations, prepared emergency planning documents for submittal to U.S. Nuclear Regulatory Commission (NRC), and conducted necessary biannual emergency planning drills per U.S. NRC Regulatory Directive 0654 (required for all U.S. licensed nuclear power plants.)
• Chrysler Corporation, Detroit, Michigan
• Constellation Energy, Fossil Division, Baltimore, Maryland
• Exelon Corporation, Nuclear Division, Philadelphia, Pennsylvania
• General Dynamics, Land Systems Division, Troy, Michigan
• Iowa Electric Light and Power, Duane Arnold Nuclear Facility, Cedar Rapids, Iowa
• Michael Baker Jr., Alexandria, Virginia
• Versar Corporation, Cincinnati, Ohio
• Westinghouse Corporation, Fernald Nuclear (U.S. DOE Facility) , Ross, Ohio
• Westinghouse Corporation, Fossil Power Division, Orlando, Florida
Field Engineering
Acted in a field engineering capacity for different types of environmental activities, including water and wastewater treatment plant optimization; chemical polymer evaluations; and process mechanical equipment erection and start. Other activities included air pollution testing for particulate matter, SO2 and NOx as required by U.S. Environmental Protection Agency (EPA) Methods and American Society of Mechanical Engineers (ASME) test codes; water sampling by composite analysis and other methods; and sewer infiltration studies using dye analysis. EPA-contracted studies were performed for various types of petrochemical facilities to determine total pollution loads (air, water, and solid waste) by material balance calculations for preliminary process design and federal environmental regulation promulgation.
